International luxury hotel brands are moving beyond Beijing and Shanghai and aiming for county-level towns across China. It has been reported that global names are signing more projects in counties and county-level cities, betting that domestic travel and local government support will turn small-town tourism into a viable market. Why now? Because demand is shifting downward in China's city hierarchy, and luxury operators want first-mover advantage.

China’s “county revitalization” agenda and a post-COVID domestic travel rebound have reshaped developer and operator calculations. Lower-tier consumption is rising, and county seats increasingly function as regional hubs for shopping, culture and heritage tourism. Local governments, desperate to upgrade tax bases and jobs, have offered land and incentives to branded resorts and hotel projects. Domestic chains such as Jin Jiang International (锦江国际) and Huazhu Group (华住集团) are also expanding their footprints, raising the competitive stakes.
Strategy and challenges
International groups are reportedly adapting by launching mid-luxury and resort concepts that can fit smaller markets, and by leaning on franchising or local partnerships to control costs.
